Upgrades

Referees who are registered with the United States Soccer Federation (USSF) may upgrade to the next referee grade once they have satisfied specific requirements.

Because of the complexity of upgrading, it is strongly recommended that you contact and work with your State Referee Administrator and State Director of Assessment.

On July 16, 2014 The Hawaii State Referee Committee (SRC) approved the following USSF Referee Grade Levels and Requirements. Implementation began immediately so that full compliance was effective on August 1, 2014. USSF Referee Certification Requirements for 2015 and beyond:

GRADE 8– YOUTH REFEREE
Age: minimum Age-12 years old.
Game count/previous experience: none.
Training: USSF Entry level class. Annual renewal: Must attend a two hour clinic.
Written Exam: Grade 8 referee written exam initial in class, renewals online. Passing score of 80%.

Grade 8 referees will only be assigned youth matches.

GRADE 7– ADULT REFEREE
Age: minimum age – 17 years old.
Game count: 50 USSF, Affiliated games (25 games U/15 and above as a referee and 25 games as an assistant referee).
Previous grade (8) experience:  one (1) year.
Training: must complete Grade 7 referee course online.
Written Exam: Grade 7 referee written exam online. Passing score of 80%.
No Fitness test required.
Assignments: Grade 7 referees will be assigned to both youth and adult matches.

GRADE 6- STATE Referee, Adult referee.
Age: minimum age – 18 years old.
Game count: 100 USSF, Affiliated games (50 adult games as a referee and 25 adult games as an assistant referee).
Previous grade (7) experience: one (1) year.
Training: must complete Grade 6 referee course online.
Written Exam: Grade 6 referee written exam online. Passing score of 80%.
Fitness Test: MUST pass FIFA Sprint & Interval test. See US Soccer website for specifics.
Assessments: MUST pass two(2) Referee assessments (adult games only) from two(2) different USSF State Assessors. The games must meet the criteria of being a sufficient challenge to the referee as approved by the assessor. If games are not a sufficient challenge then the assessment must be repeated on another game.

 

Changes to the USSF Referee Administrative Handbook and recent changes per memorandum have passed the decision of grade level requirements and training onto each State. The US Soccer website can provide further details to assist in the requirements for the Fitness Test.
